Abstract
ABSTRACT Problem Statement/Background (GAP) The performance of the civil service police unit in controlling street vendors in Palangka Raya City is that the activities of street vendors will certainly disrupt public order and damage some parts of the city, especially in Palangka Raya City, Central Kalimantan Province. Purpose this study was to determine the performance of the Satpol PP in controlling street vendors. What inhibiting factors exist, as well as what efforts are being made to overcome these obstacles. Method used is descriptive qualitative research with an inductive approach. Informants in this study were determined by purposive sampling and snowball sampling. Data were collected by interview, observation and document techniques. From the results of the analysis, it is concluded that the performance of Satpol PP has not been maximized Results the Findings that the number of street vendors in Palangka Raya City who violate the law is increasing, which is followed by the emergence of new conflicts that can disrupt peace and public order in Palangka Raya City. Most of these street vendors run their business in public facilities, thereby disturbing public order and comfort. Conclusion is that the performance of Satpol PP has not been maximized. The researcher gives advice to the Satpol PP, that it is necessary to add infrastructure facilities, human resources, and budget funds for the Palangka Raya City Satpol PP in supporting the main tasks of the Palangka Raya City Satpol PP and in terms of taking steps to relocate the place for street vendors Five must be appropriate to a busy situation, not a lonely place or a place far from the reach of the community. Keywords: Street Vendors, Civil Service Police Unit ABSTRAK Permasalahan/latar belakang (GAP) Kinerja satuan polisi pamong praja dalam penertiban pedagang kaki lima di Kota Palangka Raya ialah aktivitas Pedagang Kaki Lima ini tentu akan mengganggu ketertiban umum dan merusak sebagian wajah kota khususnya di Kota Palangka Raya Provinsi Kalimantan Tengah. Tujuan untuk mengetahui kinerja Satpol PP dalam menertibkan pedagang kaki lima. Faktor penghambat apa saja yang ada, serta upaya apa yang dilakukan dalam mengatasi hambatan tersebut. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan pendekatan induktif. Informan dalam penelitian ini ditentukan dengan cara purposive sampling dan snowball sampling. Data dikumpulkan dengan teknik wawancara, observasi dan dokumen. Dari hasil analisis diambil kesimpulan bahwa kinerja Satpol PP belum maksimal 2 Hasil /Temuan jumlah PKL di Kota Palangka Raya yang melanggar semakin banyak, yang diikuti dengan munculnya konflik-konflik baru yang dapat mengganggu ketentaraman dan ketertiban umum di Kota Palangka Raya. Sebagian besar dari PKL ini menjalankan usahanya pada tempat tempat fasilitas umum sehingga mengganggu ketertiban dan kenyamanan publik. Kesimpulan kinerja Satpol PP belummaksimal. Peneliti memberikan saran kepada pihak Satpol PP, bahwa perlu adanya penambahan fasilitas sarana prasarana, Sumber Daya Manusia, dan anggaran dana bagi Satpol PP Kota Palangka Raya dalam menunjang tugas-tugas pokok Satpol PP kota Palangka Raya dan dalam hal mengambil Langkah relokasi tempat bagi Pedagang Kaki Lima harus sesuai dengan keadaan yang ramai bukan tempat yang sepi maupun tempat yang jauh dari jangkauanmasyarakat.
