Abstract

This thesis is entitled "The Role of the Head of the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Achieving Family Resilience During the Covid-19 Pandemic Period in Payakumbuh City, West Sumatra Province." As regulated in the Regional Regulation of the Province of West Sumatra Number 17 of 2018 concerning the Implementation of Family Resilience Development, it regulates how to create good family resilience development and what programs and things must be implemented. The purpose of this study was to describe and analyze the role of the head of the office of women's empowerment, child protection, population control and family planning in achieving family resilience during the COVID-19 pandemic in Payakumbuh City, West Sumatra Province and to describe and analyze what factors have caused the sub-optimal role of the head of the office of women empowerment, child protection, population control and family planning in Payakumbuh City in achieving family resilience during the COVID-19 pandemic. This study uses qualitative methods and uses data collection techniques consisting of observation, interviews and documentation. The results showed that the Head of the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Payakumbuh City in achieving family resilience during the COVID-19 pandemic, intensified the family tribina program. However, the role played by DP3AP2KB is still constrained by the lack of cadres in activating this family resilience program. Plus unbudgeted funding. Therefore, the Regional Government must be able to maximize the role of the Payakumbuh City DP3AP2KB in achieving family resilience during the COVID-19 pandemic.
