Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research There are several things related to the performance of the Social Service apparatus in distributing direct cash assistance to the elderly in the City of Balikpapan, East Kalimantan Province, namely the discovery of direct cash assistance until the end of age recorded in the Social Welfare Integrated Data (DTKS) which is not covered by either the ASLUT program ( Social Assistance for Abandoned Older Persons) and the Family Hope Program (PKH) due to the fact that real data collection is made by employees who are less up-to-date. Thus, the elderly who did not receive assistance from the ASLUT (Social Assistance for Abandoned Elderly) programs and the Family Hope Program (PKH) were given the following year. In an effort to optimize social assistance, especially age, which can be influenced by the performance of the apparatus from the Balikpapan City Social Service.Objective: to find out and analyze how the performance of the apparatus, the obstacles faced, as well as any efforts to overcome obstacles in the distribution of direct cash assistance to the elderly Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The performance of the Social Service apparatus in distributing direct cash assistance to the elderly in Balikpapan City, East Kalimantan Province is quite good in terms of 7 (seven) dimensions of performance theory, namely goals, standards, feedback, motives, tools and facilities, competencies, and opportunities as well as 4 (four) dimensions of management theory, namely planning, implementation, mobilization, supervision used by researchers, because they have fulfilled their basic needs in social welfare. Conclusion: The performance of the Social Service apparatus in distributing direct cash assistance in the City of Balikpapan in carrying out their duties and functions has not been too maximal. Due to the lack of number of personnel and the quality of capacity of the Social Service Apparatus, the data collection of recipients of cash social assistance is less effective. This research is expected to be a support for quality improvement to achieve these tasks and functions. Researchers suggest an increase in the number and quality of Apparatus that is useful to make it easier to overcome social problems in the city of Balikpapan.
