Abstract

ABSTRACT Problem/Background (GAP): the author focuses on the Covid-19 Pandemic which has provided many changes encouraging the digitization of information from conventional to digital. The Nabire Regency Government as the organizer of information digitization at the Regency level has not been able to carry out information digitization effectively due to internal and external factors. Objective: The purpose of this study was to find out how effective the delivery of information through the Website by the Communications and Informatics Service during the Covid-19 Pandemic in Nabire Regency was and then look for the influencing factors and efforts to be made against the inhibiting factors. Methods: The research method used is descriptive qualitative research with an inductive approach. The data collection technique used in this research is the technique of Observation, Interview, and Documentation. Results/Findings: The results of this study indicate that the bureaucracy and the lack of human resources are internal inhibiting factors and the level of public awareness of technological advances is an external barrier in the implementation of digitizing the delivery of information and efforts made by the government in the form of socialization, the formation of a special team, as well as improving facilities to become a efforts made by the Nabire district government in overcoming internal and external obstacles. Conclusion: the conclusion in this study the effectiveness of delivering information has not been achieved properly because there are several obstacles in its implementation.
