Abstract
Background (GAP):The existence of street children is an alarming social phenomenon, as happened in Kendari City, the number of street children increases significantly every year. In fact, the Kendari City Regional Regulation Number 9 of 2014 has detailed the guidance for street children. Based on this, the researcher conducted a study entitled Implementation of Policies for the Development of Street Children, Homeless, Beggars, and Singers in Kendari City, Southeast Sulawesi Province. Purpose: This study aims to find out how the development of street children, homeless people, beggars, and buskers is carried out by the Social Service in Kendari City, and to find out what are the obstacles and solutions for the social service in knowing what the Social Service's obstacles are in fostering street children, homeless people. , beggars, and buskers in Kendari City. Methods: The research method used is qualitative by examining the interrelated elements then describing them and revealing the phenomena contextually through data collection. Data was collected through observation, documentation and interviews with related parties. Results: The results of the study show that the efforts made by the Kendari City Social Service in fostering street children have not been maximized. Budget constraints and a very minimal number of social workers are the main factors. Conclusion: Policy makers in Kendari City, in this case the Regional Government, must seriously evaluate the implementation of guidance for street children.
