Abstract

Problem (GAP): Population administration at the Department of Population and Civil Registration of the Sula Islands Regency is still finding duplicate data on the identity of each resident, this is due to the recording in the making of ID cards which was originally done manually and the lack of understanding of the community regarding the process of making ID cards so that people can hurt the recording more than once with different domicile. Purpose: This study aims to evaluate population administration in minimizing duplicate data at the Department of Population and Civil Registration, especially in the Sula Islands Regency area and to determine the supporting factors and inhibiting factors as well as efforts to minimize dual population data. Methods: The research method used in this research is descriptive qualitative method, with evaluation theory according to William Dunn which method is based on an analysis that seeks to find relationships and meanings based on the data contained in the form of statements, interpretations, after receiving information from the experts. informants which are then described and conclusions can be drawn as answers to the main problems studied. Collecting data in this study using techniques such as observation, interview or interview and documentation. Results/Findings: The evaluation was carried out in order to find out to what extent the Population and Civil Registration Office of the Sula Islands Regency was able to minimize duplicate data from year to year. In addition, in the implementation of the evaluation, there are still inhibiting factors in the implementation of services such as facilities and infrastructure, networks in each village and power outages. Conclusion: Based on the results of the research that the researcher has done, that service in minimizing duplicate data refers to the dimensions of Effectiveness, Adequacy, Equity, Responsiveness, and Accuracy, there are still some obstacles. The supporting factor in minimizing dual population data is the adequacy of Human Resources (HR). While the inhibiting factors include: the lack of public awareness, and the lack of facilities and infrastructure in the service
