Abstract
The performance of the Social Service in the Distribution of Cash Social Assistance (CSA) in an Effort to Overcome Economic Problems Due to Covid-19 in Paniai Regency, Papua Province, is considered to be experiencing problems in distribution. The purpose of the research is to identify how the performance of the Social Service Office has been, identify the obstacles faced, as well as the efforts made in overcoming and overcoming the obstacles. The method used is descriptive qualitative with an inductive approach. Collecting data in the field using are interviews, observation, and documentation techniques. The results showed that the implementation of the performance of the Social Service of Paniai Regency was based on the concept of 5 aspects of apparatus performance appraisal which included quality of work, timeliness, initiative, ability, and communication. Each aspect has a fairly good value. As for the aspect of the ability, the dimension of the ability of Social Service Offices in meeting job targets is quite good, but on the dimension of the apparatus' ability to solve problems, it is lacking. These results indicate that it is necessary to improve the performance of the Social Service. There are several obstacles in the field, including the lack of funds, infrastructure, the vast area of Nabire Regency, the low level of public awareness regarding government programs, communication networks, and the COVID-19 pandemic. Suggestions that can be conveyed: improve the quality of education for the apparatus, increase socialization in the community, propose additional facilities and infrastructure to support public services, and monitor and evaluate programs.
