Abstract
The implementation of population administration and improvement of the quality of population services is carried out in various wrong ways by issuing Child Identity Cards in order to improve data collection, protection and public services for all Indonesians including children. Kartu Identitas Anak is an official identity issued by the state through a government agency in this case the issuance is carried out by the Population Office and Civil Records. But in the implementation of the child identity card issuance program by the Population and Civil Registration Office of Pagar Alam City is still not optimal caused by several problems such as availability and quality of facilities and infrastructure that are not good, socialization that has not been carried out optimally and still lack of knowledge and awareness of the people of Pagar Alam City to issue Child Identity Cards. Purpose: The purpose of this study is to research and find out the optimization of the issuance of Child Identity Cards and be able to find information about what are the inhibiting factors for the issuance of Child Identity Cards in the Population Office and civil registry of Pagar Alam City. Method: The method used in qualitative research that is descriptive by using data collection techniques in the form of interviews, observations and documentation. Teknik data analysis uses data reduction, data presentation and conclusion withdrawal. Result: Management of the issuance of children`s identity cards at the department of population and civil registration of the city of Pagar Alam is said to be quite good although there are still inhibiting factors in optimizing the issuance. Conclusion: Based on the results of the study, it was concluded that the obstacles encountered were the lack of socialization carried out, facilities and practices such as waiting places and the internet were still not good, and still lack of knowledge and public awareness to issue Child Identity Cards. The efforts made by the Population and Civil Registration Office of Pagar Alam City are to improve service innovation by carrying out ball pick-up and cooperation with other agencies to optimize children's identity cards, repair and add advice and infrastructure and increase the scope of socialization. The advice given from the author is to overcome the obstacles faced by Disdukcapil by increasing socialization more broadly by utilizing social media, improving the quality of advice and infrastructure by submitting a budget for the improvement of the quality and increasing the intensity of the ball pick-up program.
