Abstract
Background (GAP): The Covid-19 pandemic is an epidemic that is worrying the whole world. Covid-19 not only has an impact on the health sector, but also has an impact on all sectors of life, including the economic sector. The community needs the government's role to assist recovery by providing assistance in the form of social assistance. Purpose: This study aims to determine the role of the Tebing Tinggi City Social Service in distributing social assistance to the people of Tebing Tinggi City who are affected by Covid-19, the factors that hinder the role and efforts to overcome them. This study uses the role theory proposed by Soejono Soekanto (2013). Method: The research method used in this study uses descriptive qualitative methods by providing data collection methods, namely facts and explanations of data revealed in the field through observation, interviews, and documentation. The sampling method used purposive sampling and snowball sampling. Result: The results of this study indicate that the Cliff Tinggi City Social Service in distributing social assistance in the midst of the Covid-19 pandemic in Tebing Tinggi City is good but not optimal. Data collection for the community in accordance with predetermined criteria and characteristics is the most important thing in achieving distribution in accordance with the predetermined target. Conclusion: This is due to several inhibiting factors, including incomplete KPM personal information and data. In addition, the existence of data that is not updated is also a difficulty in distribution. Furthermore, the lack of public awareness also affects the distribution and the existence of internal obstacles, namely food ingredients from social assistance which cannot last long. These obstacles can be overcome through the efforts made such as improving the system, conducting outreach to the community, and coordinating or cooperating with social pillars.
