Abstract

Problems/Background (GAP): One of the activities of the ASN Management is promotion. The application of promotion through a merit system is carried out to obtain employees in terms of qualifications, competence, and performance in a fair and equitable manner to occupy higher positions than before. Purpose: The purpose of this study was to identify and analyze the management of promotion through the merit system at BKPP Mamasa Regency, the obstacles and efforts to overcome them. Method: The method used in this research is descriptive qualitative. In the research, the analysis of the management of promotions was carried out by taking into account the aspects studied, such as: planning, organizing, implementing, and supervising. Results: This study found that the management of promotion through the merit system was considered quite good, but in terms of planning and implementation it was still not going well and needed to be improved. Conclusion: The management of promotions through the merit system should be further improved in the planning and implementation aspects, while the organizing and supervising aspects have been going well. Obstacles in managing promotions through a merit system, namely: (1) limited budget to carry out competency tests, (2) there is still influence and intervention in determining employees who get promoted, and (3) there is no basis that regulates promotions in the Regency. Mamasa. Efforts are being made to overcome the existing obstacles, among others: (1) Regulating the budgeting that will be used in carrying out competency tests, (2) Determining which employees get promotions must be based on the results of competency, qualification, and performance tests of employees, and (3) Making a legal basis that regulates promotions in Mamasa Regency. Suggestions from the research: (1) The need to look at the educational background of each employee who will be promoted, (2) The need for socialization to employees who have been appointed to a position and also all employees in the Mamasa Regency BKPP regarding the usefulness of the merit system, and (3 ) The need to add types of tests in the competency test based on the needs that must be met to occupy the position to be filled.
