Abstract
ABSTRACT Problem/Background (GAP): The major flood disaster that occurred in North Halmahera Regency and is the first time in the history of the region, in implementing flood risk reduction, the Regional Disaster Management Agency must immediately eliminate or overcome the factors that hinder the flood risk reduction strategy and make a breakthrough to increase the capacity, strength and resilience of North Halmahera Regency in dealing with flood disasters. Purpose: The purpose of this study was to determine the role of the Regional Disaster Management Agency of North Halmahera Regency in reducing flood risk. Methods: the research used is qualitative research using descriptive methods through an inductive approach. In addition, the author's data sources are person, place, and paper (document) with data collection techniques using interviews, observation and documentation. While the data analysis techniques used are data reduction, data presentation, and drawing conclusions. Result: The findings obtained by researchers in this study are that the role of the regional disaster management agency in North Halmahera Regency in an effort to reduce the risk of flood disasters has been running effectively. Although in the implementation process there are several inhibiting factors, these can be overcome by the efforts made by the regional disaster management agency. Conclusion:However, there are still obstacles that hinder, one of which is the lack of human resources, not yet optimal facilities and infrastructure, and the lack of public understanding that hinders the Regional Disaster Management Agency of North Halmahera Regency in Reducing Flood Disaster Risk.
