Abstract
ABSTRACT Problem Statement/Backgruond (GAP): The author focuses on the problem of the ineffective performance of BPBD in Talaud Islands Regency in tackling disasters, especially abrasion that occurred on the coast of Talaud Islands Regency. Purpose: The purpose of this study was to determine the effectiveness of BPBD performance in overcoming abrasion on the coast of the Talaud Islands Regency, North Sulawesi Province. Method: This study uses qualitative methods and qualitative data analysis on the effectiveness of performance according to Robbins's (2006) theory. Data collection techniques are carried out by means of observation, interviews, and documentation. Result: The findings obtained by the authors in this study are that community participation in assisting the abrasion prevention process is good, the implementation is classified as running smoothly, although it is still constrained by climatic conditions, limited access to locations, inadequate facilities and infrastructure, and the level of awareness of some people is still low. Conclusion: The effectiveness of the BPBD of the Talaud Islands Regency is running quite effectively, this can be seen from the implementation of abrasion prevention programs such as the establishment of a communication network from BPBD with the Sub-District/Kelurahan/Village as well as with the community as well as strategies by utilizing poten- tial resources that are not destructive, but preserve the coastal ecosystem itself. In order to increase the effectiveness of BPBD's performance in tackling abrasion, it is recommended to renew its facilities and infrastructure, both in terms of infrastructure and personnel, and always enforce the principles of disaster management. Keywords : Performance Effectiveness, Disaster Management Agency (BPBD), Disaster Management, Abrasion ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan belum efektifnya kinerja BPBD Kabupaten Kepulauan Talaud dalam menanggulangi bencana khususnya abrasi yang terjadi di pesisir pantai Kabupaten Kepulauan Talaud. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas kinerja BPBD dalam penanggulangan abrasi di pesisir pantai Kabupaten Kepulauan Talaud Provinsi Sulawesi Utara. Metode: Penelitian ini menggunakan metode kualitatif dan analisis data kualitatif terhadap efektivitas kinerja menurut Teori Robbins(2006). Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu partisipasi masyarakat dalam membantu proses penanggulangan abrasi baik, pada pelaksanaan tergolong berjalan lancar, meskipun masih terkendala dengan kondisi iklim, terbatasnya akses menuju lokasi, sarana dan prasaranan yang belum memadai, serta tingkat kesadaran beberapa masyarakat yang masih rendah. Kesimpulan: Efektivitas kinerja BPBD Kabupaten Kepulauan Talaud berjalan cukup efektif, hal ini dilihat dari terlaksananya program-program penanggulangan abrasi seperti pembentukan jaringan komunikasi dari BPBD dengan pihak Kecamatan/Kelurahan/Desa maupun dengan masyarakatnya dan juga strategi dengan manfaatkan potensi sumber daya seadanya yang tidak merusak, melainkan melestarikannya ekosistem pantai itu sendiri. Guna meningkatkan efektivitas kinerja BPBD dalam menanggulangi abrasi, disarankan untuk memperbaharui sarana dan prasarananya baik dari infrastruksur maupun personel, serta selalu menegakkan prinsip-prinsip penanggulangan bencana.
