Abstract
ABSTRACT Problem Statement : The Covid-19 pandemic that has occurred has had an impact such as a decline in economic growth, the threat of loss of income, and the fulfillment of basic household needs due to the threat of health problems. The Rejang Lebong Regency Government has also taken a policy regarding the emergency situation caused by the Covid-19 pandemic. One of them is by issuing a regulation, namely Rejang Lebong Regent Regulation Number 25 of 2020 concerning Strategy for Development of Community-Based Total Sanitation Programs During the New Normal Period of the 2019 Corona Virus Disease Pandemic in Rejang Lebong Regency. However, in the implementation, there are often obstacles. Objective:. Within the scope of the regional government of Rejang Lebong Regency in tackling the impact of the COVID-19 pandemic, namely the Health Service which plays a role in the implementation in the health sector, which is contained in Regent Regulation No. In Rejang Lebong Regency so that they can find out the implementation of the policy.Methods: using qualitative research with descriptive methods and inductive approaches using data collection techniques through interviews, observations, and documentation which are analyzed based on the analysis of Miles and Huberman which consists of 3 steps namely, Data Collection, Data Reduction, Data Display or Verification. Results/Findings:. The Rejang Lebong Regency Government through the Regional Apparatus Organization, namely the Health Office, issued policies and work programs, namely the Community-Based Total Sanitation Program which must be implemented with the aim of tackling the impact of the COVID-19 pandemic that occurred in Rejang Lebong Regency where the implementation of the program has been running quite well. good although there are still some problems. Conclusion: In the implementation of the program, there are obstacles in dealing with COVID-19, including the lack of socialization and lack of public awareness regarding a Clean and Healthy Lifestyle, culture, land, community habits, lack of action, community mindset, and the provision of clean water in areas that are somewhat remote and difficult to access. become one of the obstacles in implementing this. The handling of the impact of the COVID-19 pandemic is in accordance with the applicable Standard Operating Procedures and there is good coordination with relevant agencies as well as internal and external parties for the prevention of COVID-19. Keywords: Implementation, Policy, Covid-19 ABSTRAK Permasalahan : Pandemi Covid-19 yang terjadi menimbulkan dampak seperti diperkirakan akan terjadi kemerosotan pertumbuhan ekonomi, ancaman kehilangan pendapatan, dan pemenuhan kebutuhan dasar rumah tangga disebabkan ancaman gangguan kesehatan. Pemerintah Daerah Kabupaten Rejang Lebong juga mengambil kebijakan atas situasi darurat yang diakibatkan pandemic Covid-19 . Salah satunya dengan mengeluarkan regulasi yaitu Peraturan Bupati Rejang Lebong Nomor 25 Tahun 2020 Tentang Strategi Pengembangan Program Sanitasi Total Berbasis Masyarakat Pada Masa New Normal Pandemi Corona Virus Disease 2019 Di Kabupaten Rejang Lebong. Namun di dalam pelaksanaan implementasi seringkali terjadi hambatan-hambatan. Tujuan: Di lingkup pemerintah daerah Kabupaten Rejang Lebong dalam menanggulangi dampak pandemi covid-19 yaitu Dinas Kesehatan yang berperan dalam pelaksanaan di bidang kesehatan yang terdapat dalam Peraturan Bupati No 25 tahun 2020 tentang Strategi Pengembangan Program Sanitasi Total Berbasis Masyarakat Pada Masa New Normal Pandemi Corona Virus Disease 2019 Di Kabupaten Rejang Lebong sehingga dapat mengetahui implementasi dari kebijakan tersebut. Metode : menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif dengan menggunakan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi yang dianalisis berdasarkan analisa yaitu Miles and Huberman yang terdiri dari 3 langkah yakni, Data Collection, data Reduction , Display Data atau Verifikasi. Hasil/Temuan: Pemerintah Daerah Kabupaten Rejang Lebong melalui Organisasi Perangkat Daerah yakni Dinas Kesehatan mengeluarkan kebijakan dan program kerja yakni Program Sanitaasi Total Berbasis Masyarakat yang harus dilaksanakan dengan tujuan sebagai upaya menanggulangi dampak pandemi covid-19 yang terjadi di Kabupaten Rejang Lebong dimana implementasi dari program tersbut sudah berjalan cukup baik walaupun masih terdapat beberapa kendala. Kesimpulan: Dalam pelaksanaan program tersebut terdapat kendala dalam penanggulangan covid-19 diantaranya kurangnya sosialisasi dan kurangnya kesadaran masyarakat mengenai Pola Hidup Bersih dan Sehat, budaya, lahan, kebiasaan masyarakat, kurangnya action, mindset masyarakat, dan penyediaan air bersih di daerah yang agak jauh dan sulit diakses menjadi salah satu kendala didalam pengimplementasian ini. Penanggulangan dampak pandemi covid-19 sudah sesuai dengan Standar Operasional Prosedur yang berlaku dan terdapat koordinasi yang baik dengan instansi terkait juuga pihak internal maupun eksternal untuk penanggulangan covid-19.
