Abstract

EFFECTIVENESS OF ELECTRONIC POPULATION CARD (KTP-EL) SERVICES IN THE POPULATION AND CIVIL REGISTRATION DEPARTMENT OF ACEH SOUTHEAST REGENCY By: Radisyah Putra Supervisor Prof. Dr. Drs. Ermaya Suradinata SH,MH,MS Drs. James Robert Pualillin, M.Si The government always strives for the best service for the community because every citizen has the right to fair behavior, including the problem of self-identity. With the enactment of regulations on Population Administration, population management is expected to be implemented as a system in the administration of state administration. From the perspective of the public interest as well as population management guarantees administrative rights, such as the protection of public services and residence documents, without discriminatory treatment. In carrying out these main tasks, the Department of Population and Civil Registry of Southeast Aceh Regency is responsible for administering government and public services related to Population and Civil Registry registration. The theory used in this research analysis uses Steers theory, namely production, quality, efficiency, flexibility, satisfaction. The method used is a qualitative research method with an inductive approach. Data collection techniques through observation, interviews and documentation and ASOCA data analysis techniques. This research can be concluded that there are obstacles faced by the Department of Population and Civil Registration of Southeast Aceh Regency in providing e-KTP services such as the lack of quality human resources and the lack of orderly population administration for the people of Southeast Aceh, in addition to the limited facilities and infrastructure that have been provided. old and no longer feasible to use and budget constraints so that there are not many activities that can be done. For the smooth service of the Population and Civil Registration Office of Southeast Aceh Regency, it is better to complete and improve the facilities and infrastructure supporting the service of making identity cards which often hinder the service process, resulting in unclear completion time.
