Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research The world is currently facing an emergency condition, namely the Covid 19 pandemic. This Covid 19 pandemic has caused many problems in various countries, one of which is Indonesia, such as economic, political, and social problems that disrupt the wheels of government and especially in the health sector which has caused many people to be exposed to Covid 19. This requires a function from the government, especially the regulatory function to resolve the Covid-19 pandemic so that the Covid-19 pandemic can be handled and handled properly. . Objective To find out the process of formulating regional regulations on health protocols from the proposed draft regional regulations to the establishment of regional regulations. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: : the process of making local regulations on health protocols in Kapuas district is not yet appropriate because in the process of making local regulations there is a delay from the stage of preparing the schedule on the Raperda which at the stage of formulating public policy proposals there is a delay caused by comparative studies that are less than optimal where the comparative studies conducted carried out by the special committee III not to areas that have regional regulations on health protocols which are inversely proportional to the theory used.Conclusion: making regional regulations on health protocols took a long time because they were based on existing procedures and mechanisms, but in the process there were comparative studies that were not carried out optimally because the comparative studies carried out did not have a perda but a perwali so that there was a delay in making the perda. The regional government, especially the legislature, should conduct an effective comparative study so that the formulation of the regional regulation does not experience delays from the schedule that has been prepared previously.
