Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The ownership of birth certificates in Palu City is still very low from the national target, so that children's rights regarding the fulfillment of birth certificates in Palu City have not been fully implemented. The Department of Population and Civil Registration of the City of Palu created an innovation program, namely ALPUKAT (Children Born Home With a Certificate) regarding birth certificate issuance services in Palu City. This study aims to determine and analyze the effectiveness of birth certificate issuance services through ALPUKAT, as well as to find out the inhibiting factors and describe what efforts are being made to increase birth certificate ownership in the city of Palu. Objective: to find out and analyze the effectiveness of birth certificate issuance services through ALPUKAT, and to find out the inhibiting factors and describe what efforts are being made to increase birth certificate ownership in the city of Palu Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: In order to increase the coverage of birth certificates in Palu City, the City Population and Civil Registration Service in carrying out birth certificate issuance services through the ALPUKAT program has been running well and smoothly and has experienced a significant increase from before the ALPUKAT program, although birth certificate ownership in Palu City is still less than the national target. The thing that becomes the inhibiting factor for the lack of birth certificate ownership in Palu City is the lack of awareness from the Palu City community about the importance of having a birth certificate. Conclusion: In order to increase the coverage of birth certificates in Palu City, the City Population and Civil Registration Service provides birth certificate issuance services through the ALPUKAT program. innovations from the Dukcapil of Palu City continue to spread widely. Birth certificate issuance services using the ALPUKAT program in Palu City have been carried out well. Judging from the 5 dimensions of effectiveness used, all of them have been maximally achieved.
