Abstract
Problems/Background (GAP): The author focuses on problems related to the data on the beneficiary families of assistance, thus causing disruption to the implementation of the BLT-DK Policy. Purpose: The purpose of this study was to identify and describe the implementation of the BLT-DK policy for residents affected by the Covid-19 pandemic in Ngestiharjo Village, Kapanewon Wates, Kulon Progo Regency along with the factors that influence it. Methods: This study uses a qualitative descriptive method with a deductive approach to the perspective of policy implementation theory according to Edwards III. Data collection techniques were carried out through observation, interviews and documentation. In collecting qualitative data, the authors conducted in-depth interviews with 10 informants. Results: The findings obtained by the authors in this study are that the use of BLT-DK money is not used in accordance with the government's expectations, assistance from the government will lead to spoiled nature from the community, and in determining the KPM in 2020 there are double data in obtaining BLT- DK. Conclusion: The implementation of the BLT-DK Policy for residents affected by Covid-19 in the Village of Ngestiharjo Kapanewon Wates, Kulon Progo Regency in general has been going well but there are still some obstacles, namely indicators of clarity, human resources, and standard operating procedures. The supporting factors for the policy include the adequate facilities and infrastructure in the village, the capability and responsibility of implementing resources in the village of Ngestiharjo is good, and the understanding of the implementing apparatus of the BLT-DK Program is good regarding the goals and objectives and is highly dedicated. The inhibiting factors are that there are residents who receive double assistance, wrong mindset regarding assistance from the government, the use of BLT-DK funds is not in accordance with the target, KPM cannot be present at the time of distribution, and there is too much assistance from the government Keywords: Implementation, policy, BLT-DK, KPM
