Abstract
Problem Statement/Background (GAP): Community empowerment is an important aspect in a development. Because community empowerment can create independence, so that people are able to act. This, too, can be implemented for noken craftsmen in Abepura District who have hereditary expertise and to preserve noken as a cultural heritage. However, there are obstacles for noken craftsmen, especially regarding the lack of knowledge and creativity of the Papuan people. For this reason, efforts from the local government through the Department of Industry, Trade, Cooperatives and SMEs of Jayapura City are needed. Purpose: The purpose of this thesis is to find out the Empowerment of Noken Craftsmen in improving the community's economy by DISPERINDAG in the Abepura District, Jayapura City, Papua and the inhibiting factors and efforts to play the role of the Jayapura City Department of Industry, Trade, Cooperatives and SMEs. Method: This study uses a descriptive qualitative method using the empowerment theory of Mardi Yatmo Hutomo. Result: Based on the analysis and data collection, it was found that, there are several inhibiting and supporting factors, the inhibiting factors include: low human resources, lack of intervention by DISPERINDAG to provide understanding to craftsmen, lack of use of technology, unavailability of strategic selling places, and constrained capital. to develop or start a business. Craftsmen have been empowered but the reality on the ground is that the empowerment has not been maximized and the implementation of the empowerment has not yet been fully implemented because there are still inhibiting factors.
