Abstract

Micro, Small and Medium Enterprises (MSMEs) are the most strategic sectors of the national economy and concern the livelihoods of many people so that they become the driving force of the national economy. MSMEs in this research are bracelet crafts. Beruta bracelet is a traditional craft originating from West Kotawaringin Regency, Central Kalimantan Province, made from beuta root which is an endemic plant typical of Kalimantan. Beruta bracelets are used as souvenir accessories from Kalimantan because of their ethnic and unique appearance and the price is quite economical. Currently the bracelets are experiencing obstacles which have resulted in a decrease in the number of bracelets produced. Therefore, the author took the title "EMPOWERMENT OF BERUTA BRACELETS ARTISTS IN SOUTH ARUT DISTRICT BY THE DEPARTMENT OF COOPERATIVE TRADE INDUSTRY AND SMALL MEDIUM BUSINESSES, WEST KOTAWARINGIN DISTRICT, CENTRAL KALIMANTAN PROVINCE." This study aims to find out how the implementation of empowering bracelet craftsmen in South Arut District by the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises, Kotawaringin Barat Regency, Central Kalimantan Province and analyze what are the supporting and inhibiting factors, as well as what efforts are being made to overcome these problems. The research method used is descriptive qualitative research. Data collection techniques used by the author are observation, interviews, and documentation. In analyzing the data using data collection techniques, data reduction, data presentation, and drawing conclusions. This study uses Mardikanto's theory of four dimensions of empowerment, namely human development, business development, environmental development, and institutional development. The results showed that the implementation of the empowerment of beuta bracelet craftsmen by the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises encountered obstacles that hindered the realization of the empowerment goal, so that the beuta bracelet craftsmen experienced a decrease in the amount of production. Based on the results of the analysis, the author concludes that the empowerment of bracelet craftsmen aims to empower craftsmen in an effort to increase the production of bracelet crafts. The author suggests that the government should directly monitor the implementation of the empowerment of the bracelet craftsmen, carry out regular evaluations of the empowerment that has been carried out by the government, and form a group that can oversee the bracelet craftsmen.
