Abstract
ABSTRACT Problem Statment/Background (GAP): The State Civil Apparatus (ASN) is the main element in the administration of government and the government is to serve the community to achieve prosperity. One of the services provided is business licensing services, the licensing process is complicated, long, and expensive, making the central government issue an Online Single Submission (OSS) system. The OSS system is used to maximize services in business licensing quickly, easily, cheaply and integratedly, therefore the researchers took the title "Online Single Submission (OSS) Effectiveness in Business Licensing Services at the Investment Office and One Stop Integrated Service, Padang City, Sumatra Province. West ". Purpose: This study aims to determine and analyze the effectiveness of OSS. Method: By using the theory of effectiveness from Gibson, et al (2006). Knowing the inhibiting factors for the effectiveness of OSS, and the solution efforts made to overcome the factors inhibiting the effectiveness of OSS. This research is a qualitative research with descriptive method and inductive approach. Result: The inhibiting factors in the effectiveness of OSS are inadequate facilities and infrastructure, poor quality employees, lack of ability of business actors in using the OSS system and utilization of technology. Efforts to solve the problem are by procuring facilities and infrastructure, education and training on the OSS system, socializing the OSS system to business actors in the city of Padang. Although there are still obstacles to the effectiveness of OSS in business licensing services at DPMPTSP Padang City, the OSS system can improve business licensing services and can be said to be effective in Padang City. The OSS system still needs to be optimized again through cross-sectoral coordination in its implementation which is very much needed in the Padang City DPMPTSP. Thus, the OSS system will run more effectively and of course be beneficial for employees and the community in Padang City. Sugegestion: Business licensing services at the Plantation Service Capital and One-Stop Integrated Services for the City of Padang, can be concluded that the Online Single Submission (OSS) system can improve business licensing services and it can be said that effective in Padang City.
