Abstract
Problems (GAP): This study focuses on the problem of IMB management which requires a longer time and process, causing local levies on permit fees to decrease Purpose: This study aims to examine what obstacles are and find out the speed of the Palu city government in overcoming the problem. Permit to construct buildings in Poso Regency so that researchers know from the implementation of existing policies that have been carried out well. Methods: This study uses a qualitative descriptive method with an inductive approach so that researchers can accurately describe the facts in the field according to the research description and through the results of data collection methods in the form of interviews, observations and documentation. ball sampling. Results/Findings: The results showed that all IMB representatives completed their obligations according to the SOPs that had been made. The split that occurs can be seen from the hierarchical design which clearly describes how the interrelationships between exercises are and have not been fully resolved but there has not been the same coordination between sections. From the consequences of the meeting, it can be said that the SOP and representatives have gone well so that cooperation between each other can be very well planned as well. Conclusion: The implementation of the Building Permit Policy by the PMPTSP Service and the PUPR Service in Poso Regency during the COVID-19 pandemic has not run optimally because there are still many people in Poso Regency who do not have a Building Permit, even though the building already exists.
