Abstract

Problem Statement/Background (GAP): The ongoing covid-19 pandemic has caused restrictions on the movement of people in carrying out activities. The same is the case with the population document creation service. With these restrictions, it is necessary to make an innovation in service. Likewise, the Department of Population and Civil Registration of Bangka Regency has made Sipelanduk Innovations in making population documents. Long before the pandemic, online services were recommended in the production of population documents. Of the many population documents, a birth certificate is a population document that is first owned by a person. In fact, there are still many people who do not have birth certificates. This is due to the lack of public awareness of obtaining birth certificates due to the community's view of birth certificate management, which requires a complicated process, long queuing times, and long access to travel. In addition, the current condition makes people lazy to make birth certificates. So seen from these problems, Purpose: this study aims to analyze the innovation based on the Sipelanduk innovation in the possession of a birth certificate in Central Bangka Regency, to analyze the inhibiting factors and to analyze the efforts made by the Central Bangka Regency Population and Civil Registration Service. Method: A descriptive qualitative research method was adopted in this study. Observations, interviews, and documentation were used to gather information. By decreasing data, presenting data, and forming conclusions based on what is found on the ground, data analysis techniques are used. The theory used in relation to this research is the theory of innovation according to Rogers which is divided into five indicators, namely Relative Advantage, Compatibility, Complexity, Triability, and Observability. Result: Judging from the results of the analysis of the problem, the indicators of the possibility of trying it are the number of birth certificates is uncertain, even has decreased and the socialization is not comprehensive. Conclusion: So with this efforts can be made by doing intensive socialization action and choosing the right socialization target. Based on this, the authors provide advice to the Department of Population and Civil Registration of 2 Central Bangka Regency in order to improve and develop inhibiting factors such as providing education to the public regarding the purpose of the Sipelanduk existence, arranging the layout of cooperation carefully, improving facilities and infrastructure, increasing appropriate socialization, so In implementing the Sipelanduk Innovation in the ownership of the water certificate at the Central Bangka Regency Population and Civil Registration Service, it can run as expected by the community in order to lead to an orderly population administration.
