Abstract
ABSTRACT Problem Statement/Background (GAP): Ownership of Child Identity Cards (KIA) in Kotamobagu City is still relatively low due to the lack of participation and public understanding of the functions and uses of the child identity card. This is evidenced by the number of people who have not registered their children to get the child identity card. Purpose: The purpose of this study is to find out the strategies carried out by the City of Population and Civil Registration Office of Kotamobagu City; the obstacles and supporters to increasing the ownership of Child Identity Cards (KIA); and the efforts made by the Department of Population and Civil Registration of Kotamobagu City. Method: The method used is a qualitative research method with an inductive approach. Data collection techniques are through observation, interviews, and documentation. Result: The result of the study show that that the strategy in the service of KIA ownership has been going well, including collaboration with related agencies, but with the COVID-19 pandemic, everything has stopped. Conclusion: By doing a SWOT analysis, A strategy was found, namely expanding the network of cooperation with relevant agencies in accordance with the authority to increase human resources and developing an information technology-based socialization model during the COVID-19 pandemic using the available APBD in accelerating KIA program services in Kotamobagu City. Keywords: Strategy, Ownership, Child Identity Card ABSTRAK Permasalahan/Latar Belakang (GAP): Kepemilikan Kartu Identitas Anak (KIA) di Kota Kotamobagu masih tergolong rendah yang diakibatkan oleh kurangnya partisipasi serta pemahaman masyarakat akan fungsi dan kegunaan KIA. Hal ini dibuktikan dengan banyaknya masyarakat yang belum mendaftarkan anaknya untuk mendapatkan KIA. Tujuan: Tujuan penelitian ini untuk mengetahui strategi yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Kotamobagu, apa saja hambatan dan pendukung dalam meningkatkan kepemilikan Kartu Identitas Anak (KIA) serta upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Kotamobagu. Metode: Metode yang digunakan adalah metode penelitian kualitatif dengan pendekatan induktif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil/Temuan: Hasil Penelitian menunjukkan bahwa strategi dalam pelayanan kepemilikan KIA sudah berjalan baik meliputi kerjasama yang dilakukan dengan instansi terkait tetapi dengan adanya pandemi covid-19 semua terhenti Kesimpulan: Dengan melakukan analisis SWOT maka ditemukan strategi yaitu memperluas jaringan kerjasama dengan instansi terkait sesuai kewenangan untuk peningkatan Sumber Daya Manusia dan melakukan pengembangan model sosialisasi berbasis teknologi informasi pada masa pandemi covid-19 dengan menggunakan APBD yang tersedia dalam percepatan pelayanan program KIA di Kota Kotamobagu Kata kunci: Strategi, Kepemilikan, Kartu Identitas Anak
