Abstract

ABSTRACT (in english) Problem Statement/Background (GAP): The background of the author taking the title above is the number of people who do not comply with the Regulation of the Humbang Hasundutan Regent number 48 which resulted in many people being infected with the Covid-19 virus. Purpose: The purpose of this study was to determine the effectiveness of the Civil Service Police Unit in enforcing Humbang Hasundutan Regent Regulation number 48 of 2020. Method: This study uses a qualitative research method using the Effectiveness theory of Duncan in Steers. Data collection techniques were carried out by semi-structured and structured interviews (6 informants), observation, and documentation. Result: The findings obtained by the author in this study are that the enforcement of Humbang Hasundutan Regent Regulation number 48 of 2020 by the Civil Service Police Unit is considered effective, although there are still some obstacles such as lack of public awareness, lack of socialization and lack of facilities and supporting budgets. Conclusion: The effectiveness of the Civil Service Police Unit in enforcing the Regent's Regulation number 48 of 2020 has been going well, this is due to the coordination and good will of the local government together with the community. In order to increase the effectiveness of the Civil Service Police Unit in enforcing the Regent's Regulation number 48, it is recommended to optimize the use of information technology and social media in conducting outreach and to further improve the facilities and infrastructure supporting the program. Keywords: Effectiveness, Covid-19, Civil Service Police Unit ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Latar belakang penulis mengambil judul diatas adalah banyaknya masyarakat yang tidak patuh terhadap Peraturan Bupati Humbang Hasundutan nomor 48 yang mengakibatkan banyak masyarakat terjangkit virus Covid-19 Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati Humbang Hasundutan nomor 48 tahun 2020. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori Efektivitas dari Duncan dalam Steers. Teknik pengumpulan data dilakukan dengan wawancara semi-terstruktur dan berstruktur (6 informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu penegakan Peraturan Bupati Humbang Hasundutan nomor 48 tahun 2020 oleh Satuan Polisi Pamong Praja tergolong efektif, meskipun masih ada beberapa hambatan seperti kurangnya kesadaran masyarakat, kurangnya sosialisasi serta minimnya fasilitas serta anggaran pendukung. Kesimpulan: Efektivitas Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati nomor 48 Tahun 2020 telah berjalan dengan baik, hal ini dikarenakan adanya koordinasi serta keinginan yang baik dari pemerintah daerah bersama dengan masyarakatnya. Guna meningkatkan evektivitas Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati nomor 48, disarankan untuk mengoptimalkan pemanfaatan teknologi informasi dan media sosial dalam melakukan sosialisasi serta meningkatkan lagi sarana dan prasarana pendukung program.
