Abstract

ABSTRACT Problem/Background (GAP): The author focuses on the problem of delays in the implementation of rehabilitation and reconstruction of post-disaster water resources infrastructure in 2018 until early 2021. Purpose: This research is intended to collect data and then analyze it so that later it can obtain results that can provide an overview of the rehabilitation and reconstruction of water resources infrastructure recovery in the form of national resilience, describe what factors are inhibiting and supporting, as well as efforts that can be made to overcome these inhibiting factors. Method: The research approach used in this research is qualitative research using descriptive methods. Data collection techniques use three events, namely, interviews, observations, and documentation. The data that has been collected will then be analyzed starting from data reduction, data presentation, and conclusion drawing. Results / Findings: From the results of this study, it can be concluded that the implementation of the rehabilitation and reconstruction of water resources infrastructure recovery has several obstacles that make the program run less than optimally. In this case, the Palu City BPBD has made efforts to extend the rehabilitation and reconstruction phase by making an R3P document for 2021-2024. Conclusion: The conclusion of this study is that the overall rehabilitation and reconstruction of water resources infrastructure has not been carried out properly but there are several indicators that have been implemented well as factors supporting the success of this program.
