Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on knowing the effectiveness of the Civil Service Police Unit in Enforcing Kendari Mayor Regulation Number 47 of 2020 concerning the Application of Discipline and Law Enforcement of Health Protocols as Efforts to Prevent and Control Corona Virus Disease 2019 (COVID-19). Purpose: This research is intended to collect data and then analyze it to obtain results that can provide an overview of the effectiveness of the civil service police unit in enforcing the Kendari Mayor Regulation Number 47 of 2020 concerning the Implementation of Discipline and Law Enforcement of Health Protocols. Method: The research design used in this study is a descriptive qualitative method with an inductive approach. Data collection techniques through observation, interviews, and documentation. A total of 10 informants were interviewed in this study. Result: Based on the research there are still some obstacles, such as limited infrastructure, a limited number of personnel and operational costs, as well as other external factors, such as people who no longer believe in COVID-19 and the spread of rumors and hoaxes among the people of Kendari City. These factors hinder the role of the Civil Service Police Unit in implementing health protocol discipline. However, overall, in 2 years, the implementation of the Kendari Mayor Regulation Number 47 of 2020 concerning the Implementation of Discipline and Law Enforcement of Health Protocols in the City of Kendari has gone well. Conclusion: Based on the purpose of the study, it can be concluded that the implementation of the enforcement of the Kendari Mayor Regulation Number 47 of 2020 concerning the Implementation of Discipline and Law Enforcement of Health Protocols in the City of Kendari has been running according to the provisions that has been set and can be said to be quite effective in its implementation, from the results of this study, researchers provide suggestions in order to maximize the use of existing infrastructure and funds/budgets in the enforcement of regional regulations and the need for ongoing socialization and evaluation activities so that all levels of society gain knowledge about health protocols and then evaluate activities in order to find out if how many goals, targets, and targets have been achieved. Are they right on target in accordance with the regulations made concerning the application of discipline and law enforcement of health protocols in Kendari City. Keywords: Effectiveness; Civil Service Police Unit; Health Protocol; Corona Virus Disease 2019 ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Implementasi kebijakan affirmative action yang saat ini belum mencapai hasil optimal, dikarenakan minimnya keterwakilan perempuan di lembaga legislatif khususnya di Kabupaten Sijunjung. Tujuan: Penelitian ini dimaksudkan untuk mengumpulkan data kemudian menganalisisnya untuk memperoleh hasil yang dapat memberikan gambaran tentang efektivitas satuan polisi pamong praja dalam penegakan Peraturan Walikota Kendari Nomor 47 Tahun 2020 Tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan. Metode: Desain penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Total 10 informan yang diwawancarai dalam penelitian ini. Hasil/Temuan: Dalam penelitian yang dilakukan oleh peneliti masih terdapat beberapa kendala seperti masih terbatasnya sarana prasarana, terbatasnya jumlah personil dan biaya operasional serta faktor external lainnya seperti masyarakat yang tidak percaya lagi dengan Covid-19 hingga penyebaran isu/hoax dikalangan masyarakat Kota Kendari. Faktor-faktor tersebut menghambat peranan Satuan Polisi Pamong Praja dalam penerapan disiplin protokol kesehatan. Namun secara keseluruhan dalam 2 tahun pelaksanaan penegakan Peraturan Walikota Kendari Nomor 47 Tahun 2020 Tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan di Kota Kendari telah berjalan dengan baik. Kesimpulan: Berdasarkan hasil kajian dapat disimpulkan bahwa pelaksanaan penegakan Peraturan Walikota Kendari Nomor 47 Tahun 2020 Tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan di Kota Kendari telah berjalan sesuai ketentuan yang telah ditetapkan dan dapat dikatakan cukup efektif dalam pelaksanaannya, peneliti memberi saran agar dapat memaksimalkan penggunaan sarana prasarana dan dana/ anggaran yang ada dalam kegiatan penegakan Peraturan Daerah serta perlu adanya kegiatan sosialisasi dan evaluasi berkelanjutan agar seluruh lapisan masyarakat memperoleh pengetahuan mengenai protokol kesehatan dan kemudian melakukan evaluasi kegiatan agar dapat mengetahui sudah berapa banyak tujuan, sasaran dan target yang dicapai apakah tepat sasaran sesuai dengan dibuatnya peraturan yakni tentang penerapan disiplin dan penegakan hukum protokol kesehatan di Kota Kendari.
