Abstract
Problem/Background (GAP): Congestion is the biggest problem for the City of Surabaya so that the Surabaya City Government seeks to overcome this problem with a regional public transportation procurement policy, namely the Surabaya Bus. Surabaya Bus aims to reduce congestion while educating people's habits in managing plastic bottle waste. Therefore, the author is interested in taking the title of the research on the Implementation of Regional Authority in the Field of Public Transportation in the City of Surabaya, East Java Province. Objectives: to analyze how the implementation of regional authority in the field of public transportation and to find out the inhibiting and supporting factors and to formulate efforts to increase the implementation of authority in the field of public transportation. Method: the research method used by the author is descriptive qualitative. The informants are the Head of Public Transportation Division of the Transportation Service, Head of UPTD BLUD Surabaya Bus, Surabaya Bus Crew and the community. Results/Findings: The implementation of Regional Authority in the Public Transportation Sector in the City of Surabaya, East Java Province has been going well because of the support of funds and the enthusiasm of the community. Conclusion: The implementation of regional authority in the field of public transportation in the city of Surabaya has been going well, but there were obstacles such as the absence of feeder transportation from residential areas to the nearest bus stop and negative thoughts among angkot drivers regarding the existence of the Surabaya bus. So that the Surabaya City Government is trying to approach the angkot drivers, compiling the Surabaya Bus SOP and rejuvenating the Surabaya Bus facilities and infrastructure. The author can draw the conclusion that the Implementation of Regional Authority in the Public Transportation Sector has been carried out as it should, although it is not optimal due to several obstacles so that the author suggests the Surabaya City Government to coordinate with angkot drivers and be fair in rejuvenating all types of public transportation units in the City. Surabaya and establish SOPs for public transportation in the city of Surabaya. Keywords: Implementation, Authority, Public Transportation, Surabaya Bus
