Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) Fort Moraya tourism object has the attraction and potential to increase regional income which is one of the historical and cultural tourism assets that can be developed, located in Roong Village, West Tondano District, Minahasa Regency. The problems that motivated the researchers to take this title were the promotional activities of the Fort Moraya tourism area which were still not optimal and the lack of attention from the local government and related agencies in making repairs to some damaged infrastructure.Objective : to find out how the development of the Fort Moraya tourism object, the inhibiting factors and the efforts made to overcome these problems.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The development of Fort Moraya as a historical and cultural tourism object in Minahasa Regency, North Sulawesi Province, has been well programmed and implemented by following a basic program that is determined from several aspects, namely natural and cultural attractions, tourist attractions for Fort Moraya which are not satisfactory to the visitors, The allocation to the Fort Moraya Tourism Object is in the dimensions of accommodation development, clean water supply, electricity and telecommunications provision, and the Tourism and Culture office's waste disposal system in Minahasa Regency has been running quite well.Conclusion: in developing the Moraya Fort tourism object, namely by conducting socialization to increase the attractiveness of the Moraya Fort tourism object and helping to improve damaged infrastructure, but it is still not running optimally, and in the implementation of development there are inhibiting factors such as the Covid-19 pandemic that disrupts activities. tourism to the Fort Moraya tourism object and the lack of budget in developing the damaged infrastructure at the Fort Moraya tourism object. Suggestions for the Regional Government and the Minahasa Regency Tourism and Culture Office, namely that more attention is needed to carry out regular evaluations of the programs that have been implemented and can be useful for developing the Fort Moraya Tourism Object.
