Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) In the period prior to the COVID-19 pandemic, the Dumai City Inspectorate carried out surveillance activities based on Dumai Mayor Decree No. 1005/INSP/2019 concerning Priority and Risk-based PKPT in the Implementation of Dumai City Government in 2020. In this regulation, supervisory activities are only explained in the form of focus and target of inspection while in 2021 the supervision activities of the Dumai City Inspectorate are regulated in the Decree of the Mayor of Dumai Number 33 of 2021 concerning PKPT based on Priorities and Risks for the Implementation of Dumai City Regional Government in 2021 which is in this latest regulation.Objective : to find out and analyze the effectiveness of the Inspectorate as a supervisor in examining the management of regional property during the COVID-19 pandemic, knowing and analyzing the obstacles of the inspectorate as a supervisor in carrying out inspections on the management of regional property during the COVID-19 pandemic, and knowing and analyzing the efforts that have been made Dumai City Inspectorate in resolving obstacles in examining the management of Dumai City property during the COVID-19 pandemic. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The COVID-19 pandemic has been effective, this is based on the fact that every indicator of the theory of effectiveness of supervision, according to Sutedi, has worked well. However, in its implementation there are still obstacles such as delays in OPD follow-up on the recommendations given and assignments with overlapping times. However, this obstacle can be overcome by the Dumai City Inspectorate by conducting more intense communication with the relevant OPD and by dividing the team members.Conclusion: the management of regional property during the COVID-19 pandemic has been running effectively. This is because every indicator of Sutedi's theory of effectiveness runs very well and in detail. In the implementation of inspection supervision by the Inspectorate, there were several obstacles that hindered the inspection tasks carried out by the Inspectorate, including: Delays in OPD Reports, Tasks with overlapping times.
