Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) The Refocusing Budget, which includes Direct Cash Assistance, is a program provided by the government to help the community to fix economic problems that occur in the community during the COVID-19 virus pandemic.Objective : to find out how the effectiveness of the use of the refocusing budget as direct cash assistance during the COVID-19 pandemic at the Dumai City Social Service, Riau Province, inhibiting factors and supporting factors in program implementation and problem solving solutions carried out by the Dumai City Social Service, Riau Province..Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The effectiveness of the refocusing budget as direct cash assistance (BLT) during the COVID-19 pandemic at the Dumai City Social Service, Riau Province has been effective. Barriers to the effectiveness of the refocusing budget as direct cash assistance (BLT) during the COVID19 pandemic at the Dumai City Social Service, Riau Province, namely the lack of human resources, inadequate facilities and infrastructure, and the lack of public awareness.Conclusion: The effectiveness of the refocusing budget as direct cash assistance during the COVID-19 pandemic at the Dumai City Social Service, Riau Province has been running effectively. Although there are still some obstacles in its implementation, the Dumai City Social Service is trying to handle it quite well. As for the efforts made by the Dumai City Social Service, namely improving facilities and infrastructure, improving the quality of human resources, verifying recipient data. Suggestions that the implementation of direct cash assistance goes well, namely by improving the data collection mechanism, socializing to the community about the criteria for recipients of assistance.
