Abstract
ABSTRACT The author focuses on the problem where the administrative procedures for building permits are experiencing obstacles and the completion time exceeds the time stipulated in the applicable regulations. Objective: The purpose of this study is to find out how the administrative procedures for building permits at the Gorontalo City Investment and One-Stop Integrated Service Office are, what are the obstacles that occur in the field and how the service providers overcome various obstacles and provide the best service and in accordance with the regulations to the community. Gorontalo City. Method: The method in this study uses qualitative research methods and analysis of administration according to Pasolong Theory. Data collection techniques were carried out by observation, interview, and documentation techniques. Results: Research Results Show that the authors obtained in this study, namely the administrative procedures for building permits have been carried out well, this is proven by 2 of the 3 indicators that have been carried out well, namely the indicators are effective and rational. As well as 1 indicator that is considered still lacking, namely efficiency. The obstacles faced are employees who are less proficient in providing online services. Conclusion: The conclusion of this research is that the administrative procedure for the Building Permit has been carried out well because it has carried out administrative procedures in accordance with the procedures and carried out rationally and responsibly. The author suggests that the Gorontalo City One Stop Investment and Service Office to correct deficiencies, including adding information on the Gorontalo City One Stop Investment and One Stop Integrated Service website, and seeking to increase Human Resources both internally and outreach to the public to achieve procedures. Administration of Building Permits Keywords: Procedure; Administration, Building Permit ABSTRAK Penulis berfokus pada permasalahan dimana prosedur administrasi Izin Mendirikan Bangunan yang mengalami hambatan dan waktu penyelesaiannya melebihi waktu yang telah diatur dalam peraturan yang berlaku. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana prosedur administrasi Izin Mendirikan Bangunan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Gorontalo, apa saja kendala yang terjadi di lapangan dan bagaimana pihak pemberi layanan mengatasi berbagai kendala dan memberikan pelayanan terbaik dan sesuai dengan peraturan kepada masyarakat Kota Gorontalo. Metode yang dalam penelitian ini menggunakan metode penelitian kualitatif dan analisis terhadap administrasi menurut Teori Pasolong. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil Penelitian Menunjukkan yang diperoleh penulis dalam penelitian ini yaitu prosedur administrasi Izin Mendirikan Bangunan sudah terlaksana dengan baik, Hal ini terbukti dengan 2 dari 3 indikator telah diselenggarakan dengan baik, yaitu indikator efektif dan rasional. Serta 1 indikator yang dianggap masih kurang yaitu efisien. Hambatan yang dihadapi adalah Pegawai yang kurang cakap dalam memberikan pelayanan secara online. Kesimpulan dari penelitian ini yaitu prosedur administrasi Izin Mendirkan Bangunan telah telaksana dengan baik karena telah melaksanakan prosedur administrasi sesuai dengan prosedur dan terlaksana secara rasional dan bertanggung jawab. Penulis menyarankan agar Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Gorontalo untuk memperbaiki kekurangan yaitu diantaranya menambahkan informasi di website resmi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Gorontalo, dan mengupayakan peningkatan Sumber Daya Manusia baik dari Internal maupun sosialisasi kepada masyarakat untuk mencapai prosedur administrasi Izin Mendirikan Bangunan Kata kunci; Prosedur; Administrasi, Izin Mendirikan Bangunan
