Abstract
Problem Statement/Background (GAP): There are still many unregistered marriages because marriages are carried out in an unregistered manner, while children from unregistered marriages are also entitled to have a birth certificate as a form of acknowledgment of themselves to be able to enjoy the facilities provided by the state such as health facilities, educational facilities and many more. Purpose: This study aims to identify and analyze the birth certificate issuance services for children from unregistered marriages, the obstacles faced and the efforts made in optimizing services. Method: This study uses a qualitative research method with an inductive approach. Data collection techniques through observation, interviews and documentation. The data obtained, analyzed and presented with the stages of data reduction, data display, and data conclusions. Result: Based on the results of the study, it can be seen that the service for issuing birth certificates for children from unregistered marriages at the Population and Civil Registration Office of Sambas Regency is still not optimal, which has been proven by the theory of the quality of public services according to Fitzsimmons, there are 5 indicators, namely reliability, direct evidence, responsiveness, assurance, and empathy. However, there is only one indicator that is met, namely direct evidence as a result of the service for issuing birth certificates for children resulting from unregistered marriages, namely attaching the SPTJM as a substitute for the requirements for a marriage certificate. Conclusion: Efforts made by the Population and Civil Registration Office of Sambas Regency to overcome the obstacles faced are by improving the quality of employee performance, conducting outreach to the community and completing facilities. The author's suggestion in maximizing birth certificate issuance services for children resulting from unregistered marriages is to conduct periodic socialization to the community and optimize the use of facilities and infrastructure.
