Abstract
Problem/Background (GAP): "Si Pahit" program is an innovative development of population administration services by the Department of Population and Civil Registration which has a unique value, namely the service speed of 5-15 minutes in the process of making population documents. Purpose: This study aims to determine the optimization of the "Si Pahit" program in population administration services, the inhibiting factors in the implementation of the "Si Pahit" program, as well as efforts to overcome them. Method: In this research, optimization theory is used according to Hotniar Siringoringo with three dimensions, namely goals, decision alternatives, and limited resources. The research method used is descriptive qualitative with an inductive approach and data collection techniques in the form of observation, interviews, and documentation. Result: The results of this study indicate that the purpose of optimizing the "Si Pahit" program has not been fulfilled and the alternative decisions in running the program are not efficient even though the supporting resources are adequate. Conclusion: With the optimization of the "Si Pahit" Program, the population administration services provided and received by the people of Samarinda City will run more effectively and efficiently, then community participation will increase. Based on these results, the author provides several suggestions, namely making Regional Regulations regarding population administration services through online services in the "Si Pahit" program, further socialization related to the "Si Pahit" program including standard operating procedures for administrative services so that people are more aware of online services, and collect data on people who do not yet have population documents, so that community participation in the “Si Pahit” program can increase.
