Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) Professionalism is an employee capability that becomes an influence in the ownership of The marriage certificate is one of the civil registration documents that must be taken care of after getting married somewhere, this important event must be reported immediately so that the marriage can be declared a legal marriage according to law. Problems that often occur in general related to the issuance of marriage certificates are the low awareness of the people who marry to take care of the marriage certificate..Objective: to find out how the marriage certificate service is at the Toba Regency Population and Civil Registration Service and to find out the obstacles found in the marriage certificate service at the Toba Regency Population and Civil Registration Service and to find out the efforts made by the Toba Regency Population and Civil Registration Service in resolving these obstacles. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The service of marriage certificates by the Department of Population and Civil Registration in Toba Regency has not run optimally, this is because there is still a lack of public awareness in managing marriage certificates. There are still people who have married but do not take care of the marriage certificate.Conclusion: Marriage certificate services by the Department of Population and Civil Registration in Toba Regency have not been optimal. This is because there are still community couples who have carried out marriages but do not yet have a Marriage Certificate. The obstacles that exist in the marriage certificate service are the lack of awareness from the community, the distance from where the community lives from the Toba Regency Population and Civil Registration Service and people who have not been able to provide online services. Toba Regency Civil Service, namely conducting socialization related to marriage certificate services and the use of marriage certificate ownership to the community, providing ball pick-up services for people who live far from the Population and Civil Registration Office, conducting socialization about online services to the community.
