Abstract

ABSTRACT Problem Statement/Background (GAP): The Semarang City Government through the Semarang City Population and Civil Registration Service implements the E-Service program in the service of population documents. The program is intended to provide convenience to the people of Semarang City in managing population documents, especially death certificates. Purpose: The purpose of this study was to determine the implementation of the E-Service program in the issuance of death certificates at the Population and Civil Registration Service and the obstacles encountered during the implementation of the E-Service program and the efforts made by the Semarang City Population and Civil Registration Service in overcoming these obstacles. Method: This study uses research methods, namely qualitative research methods with data collection methods in the form of interviews, observations and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. Result: Based on the results in the field, the implementation of the E-Service program has been running according to the implementation management indicators according to George R. Terry in the book Principles of Management (Sukarna, 2011: 3), namely leadership is sufficient, attitude and morale are sufficient, communication is included in the sufficient category, driving is included. good, supervision is good, and discipline is in good category. Although there are still several obstacles, such as the discovery of several residents of Semarang City who do not understand the existence of the E-Service program, there are still people who are not aware of the importance of population documents, there are people who do not understand the requirements for submitting a death certificate application, the quantity of human resources in the implementation of the program. E-Service in the issuance of death certificates is still lacking, the limitations of service improvement depend on maintenance experts only. Conclusion: The implementation of the E-Service program at the Semarang City Population and Civil Registration Service has been going well in accordance with the indicators of implementation management success. E-Service can run optimally. Keywords: Implementation, E-Service Program, Death Certificate ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Kota Semarang melalui Dinas Kependudukan dan Pencatatan Sipil Kota Semarang menerapkan program E-Service dalam pelayanan dokumen kependudukan. Program tersebut dimaksudkan untuk memberikan kemudahan kepada masyarakat Kota Semarang dalam mengurus dokumen kependudukan khususnya akta kematian. Tujuan: Tujuan penelitian ini adalah untuk mengetahui pelaksanaan program E-Service dalam penerbitan akta kematian di Dinas Kependudukan dan Pencatatan Sipil dan hambatan yang ditemui selama pelaksanaan program E-Service serta upaya yang dilakukan oleh Dinas kependudukan dan Pencatatan Sipil Kota Semarang dalam mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan metode penelitian yaitu metode penelitian kualitatif dengan dengan metode pengambilan data berupa wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Berdasarkan hasil di lapangan pelaksanaan program E-Service sudah berjalan sesuai indikator manajemen pelaksanaan menurut George R. Terry dalam buku Principles of Management (Sukarna, 2011:3) yaitu kepemimpinan termasuk cukup, sikap dan moril termasuk cukup, komunikasi termasuk kategori cukup, pendorong termasuk baik, supervisi termasuk baik, dan disiplin masuk kategori baik. Meskipun masih ditemui beberapa kendala seperti masih di temukannya beberapa warga Kota Semarang yang belum paham adanya program E-Service, masih adanya masyarakat yang belum sadar akan pentingnya dokumen kependudukan, adanya masyarakat kurang paham syarat pengajuan permohonan akta kematian, kuantitas sumber daya manusia pada pelaksanaan Program E-Service dalam penerbitan akta kematian masih kurang, keterbatasan perbaikan pelayanan tergantung pada ahli maintenance saja. Kesimpulan: Pelaksanaan program E-Service di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang telah berjalan dengan baik sesuai dengan indikator keberhasilan manajemen pelaksanaan.Walaupun masih dijumpai beberapa kendala dalam pelaksanaan program E-Service Dinas Kependudukan dan Pencatatan Sipil Kota Semarang terus berupaya menangani hambatan tersebut agar pelaksanaan program E-Service dapat berjalan secara maksimal.
