Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). A birth certificate is a document that records an important event, namely a birth. Having a birth certificate can guarantee that a person's rights are guaranteed and recognized by the state. However, public awareness about the urgency of birth certificates is still minimal. Therefore, the service of population documents related to birth certificates continues to be pursued. There is a document service system that is carried out by visiting the community or what is often referred to as a ball pick-up system. This method is applied by the Lubuklinggau City government. With the name TEPIKAT (Team Mobile Printing Services on the spot). This team is tasked with helping people who want to make birth certificates without having to go to the Population and Civil Registration Office. Objective: To find out the supporting and inhibiting factors related to the effectiveness of birth certificate services through the "TEPIKAT" program at the Population and Civil Registry Office of Lubuklinggau City.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The effectiveness of birth certificate services through the TEPIKAT program in the orderly administration of population and civil registration in Lubuklinggau City is effective. The existing aspects have been achieved quite well, with the following details: The Tepikat Program in accelerating birth certificate ownership is assessed from the aspect of productivity that has been actively implemented because it is able to increase birth certificate ownership for the people of Lubuklinggau City. Conclusion: Limited resources, both employees who handle this program and supporting infrastructure, are the factors causing the delay in the implementation of the Teikat program. Besides that, the public's interest regarding the urgency of a birth certificate, which considers that they do not really need a birth certificate, makes people reluctant to take care of the ownership of a birth certificate. The government's efforts that should be made are optimizing the implementation of the delivery program services in making birth certificates and also going out to the community to provide socialization about the importance of having birth certificates and the functions and uses of birth certificates so that there are no more people who do not understand birth certificates.
