Abstract
ABSTRACT Problem Statement/Background (GAP): This research is based on the low capacity of human resources of fish-brain entrepreneurs in developing their products. Purpose: 1) to find out the empowerment carried out by the Department of Cooperatives and Micro Small Medium Enterprises to the fish brains home industry; 2) identify the inhibiting factors for the Cooperatives and Micro Small Medium Enterprises Service in empowering the fish brains home industry; 3) identify the efforts carried out by the Department of Cooperatives and Micro Small Medium Enterprises to overcome obstacles in empowering the fish brains home industry. Method: The research design used in this study is a qualitative research using descriptive methods and an inductive approach based on empowerment theory by Totok Mardikanto (2017:114) with data collection techniques using three ways, namely interviews, observation, and documentation. The data that has been collected is then analyzed starting from data reduction, data presentation, and drawing conclusions. Result: The findings obtained are that the empowerment carried out by the Department of Cooperatives and Micro Small Medium Enterprises in Pandeglang Regency for the fish brains home industry in Labuan District is not optimal because there are still obstacles in its empowerment. Conclusion: The results showed that the empowerment carried out by the Department of Cooperatives and Micro small Medium Enterprises in Pandeglang Regency had been carried out quite well, but some obstacles were still found in the field. This is because there is still a lack of budget for providing assistance, the lack of availability of marketing media for fish brains products, and the uncertain availability of raw materials.
