Abstract

ABSTRAK PPNS Satpol PP merupakan aparat penegak hukum peraturan daerah dalam suatu pemerintahan daerah, namun dalam upaya penegakan hukum terhadap peraturan daerah pada kenyataannya tidak selalu berjalan dengan baik. Adapun permasalahan dalam penelitian ini adalah bagaimanakah kinerja pelaksanaan penegakan hukum yang dilakukan PPNS Satpol PP terhadap pelanggaran peraturan daerah dan apa sajakah faktor penghambat PPNS Satpol PP dalam penegakan peraturan daerah. Tujuan penelitian ini adalah untuk mengetahui dan memahami secara jelas mengenai pelaksanaan penegakan hukum yang dilakukan PPNS Satpol PP terhadap pelanggaran peraturan daerah, serta untuk mengidentifikasi faktor penghambat PPNS Satpol PP dalam penegakan peraturan daerah Berdasarkan latar belakang di atas, penulis mengambil judul KINERJA PENYIDIK PEGAWAI NEGERI SIPIL SATUAN POLISI PAMONG PRAJA TERHADAP PELANGGARAN PERATURAN DAERAH NOMOR 8 TAHUN 2006 TENTANG KETERTIBAN UMUM DI KOTA BOGOR PROVINSI JAWA BARAT dengan tujuan untuk mengkaji kinerja PPNS Satpol PP, hambatan yang menjadi kendala serta upaya PPNS Satpol PP Kota Bogor terhadap pelanggaran peraturan daerah Kota Bogor nomor 8 tahun 2006 tentang ketertiban umum. Grand Theory yang digunakan untuk menganalisis mengacu pada teori Wirawan (2009:69-71) yang mengemukakan 9 (sembilan) indikator kinerja. Metode yang digunakan penulis dalam penelitian ini adalah metode deskriptif dengan pendekatan induktif. Adapun teknik yang digunakan dalam pengumpulan data yaitu dengan menggunakan observasi, wawancara dan dokumentasi. Pada analisis fokus magang jika ditinjau dari perspektif normatif kinerja PPNS sudah dikatakan memenuhi standar kinerja yang ditetapkan peraturan-perundangan. Walaupun masih terkendala pada kurangnya sumber daya aparatur, sarana dan prasarana, koordinasi lintas sektor dan kurangnya kesadaran masyarakat akan peraturan daerah. Pada analisis teoretis penulis menarik kesimpulan kinerja PPNS Satpol PP terhadap pelanggaran peraturan daerah sudah baik. Peningkatan kinerja harus didukung kerjasama yang baik, baik dari, pemerintah Kota Bogor dengan lintas sektor kepolisian resor Bogor Kota, serta masyarakat. However the law enforcement efforts of the district regulations are in fact not always work well. This study focuses on how the performance of law enforcement of civilian servant investigator toward breaches of the district regulation and what are the factors inhibiting the civilian servant investigator in the enforcement of zoning regulations. The purpose of this study was to find out and have a clear understanding on the implementation of law enforcement by civilian servant investigator as well as to identify factors Inhibiting the enforcement of zoning regulations Based on the background above, the author takes the title PERFORMANCE OF INVESTIGATOR CIVIL SERVICE POLICE UNIT TO VIOLATION OF REGIONAL REGULATIONS NUMBER 8 YEAR 2006 ABOUT PUBLIC ORDER IN BOGOR CITY, WEST JAVA with the aim to assess the performance of PPNS Satpol PP, obstacles and efforts PPNS Satpol PP Bogor City against violations of regional regulations in Bogor City number 8 of 2006 on public order. Grand Theory that is used to analyze refers to Wirawan theory (2009:69-71) which posited 9 (nine) performance indicators. The methods that the author used in this study is descriptive method with inductive approach. As for the techniques used in data collection by using observation, interview and documentation. In the analysis of the internship focus when viewed from the perspective of normative performance, PPNS has reached the performance standards set by the laws and regulations. Although still constrained by lack of apparatus resources, facilities and infrastructure, cross-sector coordination and lack of public awareness of local regulations. In the theoretical analysis the authors conclude that performance of PPNS Satpol PP against violations of local regulations are good. Improved performance should be supported by good cooperation, both from, Bogor City government with cross-sector police resort Bogor City, as well as the community.
