Abstract
Problem Statement/Background (GAP): Marriage registration at the Department of Population and Civil Registration of West Halmahera Regency has not been maximized in controlling population administration due to a lack of public understanding regarding the importance of marriage certificates. The Department of Population and Civil Registration of West Halmahera Regency created a Mass Marriage Program to accelerate and facilitate non-Muslim religious communities in obtaining marriage certificates of residence. Purpose: This research is to identify and analyze the Mass Marriage program, to explain the inhibiting factors and to describe the efforts. Method: The research method used is a descriptive qualitative research approach. Data collection techniques in the form of observation, interviews, and documentation, then the data collected was analyzed using the stages of data reduction, data presentation, and drawing conclusions. Result: The Mass Marriage program in the issuance of marriage certificate population documents at the Population and Civil Registration Service has been going well. Conclusion: Based on the results of the study, it can be concluded that the Mass Marriage program in the issuance of marriage certificate population documents at the Population and Civil Registration Service has been going well. There are several inhibiting factors, namely the lack of facilities and infrastructure, public understanding and awareness of the importance of population documents, and the allocation of funds from the government in program implementation. The author suggests to overcome these obstacles, including proposing to local governments to add service facilities and infrastructure and increase the allocation of funds and carry out socialization to the community consistently.
