Abstract

Strategy management is able to be interpreted as several managerial decisions and actions that will determine the performance of the organization in the long term. As the main focus, employees who become human resources will determine the level of success or success of the implementation of government organizational activities. This research aims to analyze and describe strategies in improving employee performance during the Covid-19 pandemic in the communication and informatics office of Prabumulih City. Based on strategy theory according to Rangkuti (2017: 19) the analysis carried out is based on the results of logical thinking that maximizes strength and opportunities, but simultaneously can minimize weakness and threats. The research method used in this study is a descriptive qualitative method with an inductive approach. Data collection is carried out by interviewing, observation and documentation techniques. Data analysis techniques consist of data collection, data reduction, data presentation and conclusions. The results showed that the strategy in improving employee performance after being analyzed by the SWOT method or analyzing internal and external factors. The results of the analysis of internal factors, employees of the communication and informatics service who have the ability in the field of technology science are still lacking or require skilled human resources. Then, the facilities and infrastructure in supporting the success of employee performance are still not optimal due to the lack of command centre facilities. The results of its external factor analysis found that there are information gaps, high demands in improving information services and the availability of ICT infrastructure that has not been evenly distributed. This can hinder the implementation of services in view of the ongoing Covid-19 pandemic and implement health protocols by utilizing online information systems. so, the effort that can be done is to maximize existing resources by providing training so that the service can run well. Provided training or understanding of information technology and communication to existing human resources, optimizing existing facilities and infrastructure and carry out website socialization which must be continuously improved.
