Abstract
Problem/Background (GAP): The author's background in taking the title above is the prevalence and unresolved issues of order for street vendors, especially in controlling them. Objective: The purpose of this study was to determine the benchmark of the effectiveness of controlling street vendors by the civil service police unit in the city of Kotamobagu. Methods: This study uses a qualitative research method using Duncan's theory of effectiveness in stress. Data collection techniques were carried out by in-depth interviews (12 informants), observation, and documentation. Results/Findings: The findings obtained by the authors in this study are that the effectiveness of controlling street vendors by Satpol-PP in several aspects is not yet considered effective, although there are still some obstacles such as lack of public awareness and lack of facilities and supporting budgets. Conclusion: The effectiveness of controlling street vendors by Satpol-PP has not gone well, this is due to the lack of supporting aspects of measuring the effectiveness of Satpol-PP's work from aspects of goal achievement, integration, and adaptation.
