Abstract

Problem (GAP): the author focuses on the problem of Electronic Signatures at the Banjarmasin City Population and Civil Registration Service which is considered to have not been implemented optimally because it is influenced by several factors, such as frequent damage to the central server and interference with the internet network. Purpose: The purpose of this study was to determine and analyze how the implementation of TTE-based death certificate issuance and to describe the inhibiting factors and the efforts made in improving the implementation of TTE-based death certificate issuance. Method: The method used is a qualitative research method with a descriptive inductive analysis approach. Data collection techniques are data reduction, data presentation, conclusion drawing. The Data Analysis Technique uses 4 dimensions as a measuring tool for the success of the Electronic Signature-Based Death Certificate Issuance. Findings/Results: The results of the study indicate that the implementation of the issuance of death certificates has been carried out according to applicable regulations, and is still not optimal. The obstacles faced in carrying out the issuance of Electronic Signature-Based Death Certificates are the lack of human resources, limited facilities and infrastructure, and lack of public awareness. Conclusion: Implementation of the issuance of TTEBased Death Certificates at the Population and Civil Registration Office of Banjarmasin City, South Kalimantan Province. The implementation of the issuance of Electronic Signature-based death certificates has increased from 2020 to 2021 but has not been able to be implemented optimally because it is constrained by limited human resources and inadequate supporting facilities and infrastructure.
