Abstract
Problem (GAP): The high potential for flood disasters in North Morowali Regency is seen from the occurrence of floods every year. This flood event usually occurs due to the rainy season with high rainfall. Disaster management is an activity that includes the establishment of development policies that pose a risk of disaster, disaster prevention activities, emergency response, and rehabilitation. Purpose: The purpose of this study was to determine flood control in the pre-flood, emergency response and post-flood stages carried out by the government of North Morowali Regency. Method: The research approach is a method or activity in a research that starts from the formulation of the problem to make a conclusion. In this study, the researcher used a qualitative approach and used a descriptive method. This basic qualitative concept emphasizes that the most important element is the nature of the data obtained, namely scientific data presented in the form of explanations and descriptions in the form of information on the research. Result/Decision: BPBD of North Morowali Regency has played a good role in flood disaster management in North Morowali Regency. This is evidenced by the good response from the community to the BPBD of North Morowali Regency. It is hoped that in the future the BPBD of North Morowali Regency can carry out better disaster management so that losses and flood victims can be handled properly. Conclusion: There are several inhibiting factors, namely the limited budget, limited human resources, and inadequate facilities and infrastructure. The efforts made by the BPBD of North Morowali Regency to overcome the inhibiting factors are by submitting and proposing a budget, improving the quality of human resources, and proposing and proposing facilities and infrastructure that are still lacking.
