Abstract
This study aims to identify and analyze the local government's strategy in developing micro, small and medium enterprises, especially pineapple-based culinary delights, to identify and analyze the inhibiting factors of the local government's strategy in developing micro-small and medium-sized enterprises, especially pineapple-based culinary delights in Prabumulih City. Prabumulih City itself is the largest pineapple-producing city in South Sumatra Province, many business actors choose this pineapple as a culinary ingredient to be traded, this has received attention from the Prabumulih City Government but the government itself still has limitations for this, so from Therefore, the author wants to know and analyze the obstacles and efforts made by the Prabumulih City Government in implementing the empowerment of culinary business actors made from pineapple in Prabumulih City. The theory used which is an analytical knife in writing this thesis is using the theory of empowerment by Edi Suharto, which explains that the empowerment of local governments goes through 5 details or aspects, namely: Enabling, Strengthening, Protecting, Supporting, and Maintaining. The research method used is qualitative research with descriptive and inductive approaches, data collection techniques used are interviews, observation and documentation. Based on the results of the research in the field, it can be concluded that the data that the author did by obtaining information that the empowerment of the local government for micro, small and medium enterprises, especially culinary made from pineapple in Prabumulih City, has been going well but in the process there are still obstacles due to the lack of facilities and infrastructure, and the low ability of human resources in mastering existing technology.
