Abstract
Problem Statement/Background (GAP): Disaster is an event that is very undesirable for every living creature that exists throughout the world, because it is very detrimental to both material and spiritual elements. The COVID-19 disaster killed many sectors including the education, social sector, and the economic sector most affected. This has an impact on the increase in poverty rates and Termination of Employment (PHK). In the event of a disaster, the first thing that must be considered is the fulfillment of basic needs for disaster victims. The government has a Social Service to help ease the burden on the affected community or even better if it can prevent the poverty rate from increasing. The government's responsibility to the community is implemented in the form of social assistance provided to communities affected by the disaster. This is where the role of the DKI Jakarta Provincial Social Service is needed, in carrying out its role the Social Service works by always paying attention to the vision and mission. The purpose of this research is to know the role of the Social Service in distributing social assistance to the community in this pandemic era. The method used by the researcher is descriptive, qualitative with interviews, observations, and documents as data collection techniques, as well as data analysis techniques using data reduction, data display, and conclusion drawing. The results of this study explain the role of the DKI Jakarta Provincial Social Service in distributing social assistance, especially Cash Social Assistance (BST) to disaster victims, in this case people affected by the COVID-19 disaster. However, there are still things that hinder the Social Service in carrying out its role. These are the response of recipients who are less responsive, duplication of data with assistance from the Ministry of Social Affairs, the presence of inappropriate recipients of assistance, distribution locations that are too far from the address, power of attorney constraints, and also limited distribution infrastructure. It is also necessary to make efforts to increase each activity, so that the benefits of cash social assistance can be felt by the community. Keywords: Social Assistance, Social Service, Distribution
