Abstract
ABSTRACT Problem Statement/Background (GAP) research on the application of website-based e-government at the Information Communications and Statistics Office of North Central Timor Regency is that there are still obstacles or obstacles that affect the use of websites as information media in realizing public information disclosure in North Central Timor Regency. This must be considered in order to achieve the objectives of the dikominfotik.ttukab.go.id website. Purpose This research is to determine the effectiveness of website-based e-government in realizing public information disclosure as well as existing obstacles and efforts to overcome existing obstacles. Method used is qualitative research with descriptive methods and inductive approaches. Data collection techniques in this study through interviews, documentation and observation. Data analysis techniques in the form of data reduction, data presentation and drawing conclusions. Result In the research, there are still several obstacles, both from external and internal factors, namely the lack of human resources who master Information Technology, the lack of facilities and infrastructure that support website management, socialization regarding the existence of the website has not been carried out and the mindset of the people is still ancient. Conclusion related to the obstacles that exist in the implementation of website-based e-government in realizing public information disclosure at the Information and Statistics Communications and Statistics Office of North Central Timor Regency has not been effective. So that in the future it is hoped that the Information and Statistics Communications and Statistics Office of North Central Timor Regency can make appropriate efforts to overcome existing obstacles. Keywords: E-government, website, transparency of publik information ABSTRAK Permasalahan/latar belakang (GAP) Penelitian Penerapan e-government berbasis website pada Dinas Komunkasi Informatika dan Statistik Kabupaten Timor Tengah Utara ialah masih terdapat ha,batan atau kendala sehingga memperngaruhi penggunaan website sebagai media informasi dalam mewujudkan keterbukaan informasi publik di Kabupaten Timor Tengah Utara. Hal ini harus diperhatikan agar dapat mencapai tujuan dari website diskominfotik.ttukab.go.id. Tujuan penelitian ini untuk mengetahui efektivitas e-government berbasis website dalam mewujudkan keterbukaan informasi publik serta hambatan yang ada dan upaya dalam mengatasi hambatan yang ada. Metode yang digunakan ialah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data dalam penelitian ini melalui wawancara, dokumentasi dan observasi. Teknik Analisi data berupa reduksi data, penyajian data dan penarikan kesimpulan.Hasil/Temuan dalam penelitian masih terdapat beberapa hambatan baik dari faktor ekternal maupun internal yaitu kurangnya SDM yang menguasai Teknologi Informasi, kurangnya sarana dan prasarana yang menunjang pengelolaan website, belum dilaksanakan sosialisasi mengenai keberadaan website serta dari pola pikir masyarakat yang masih kuno. Kesimpulan berkaitan dengan hambatan-hambatan yang ada penerapan e-government berbasis website dalam mewujudkan keterbukaan informasi publik pada Dinas Komunkasi Informatika dan Statistik Kabupaten Timor Tengah Utara belum efektif. Sehingga kedepannya diharapkan Dinas Komunkasi Informatika dan Statistik Kabupaten Timor Tengah Utara dapat melakukan upaya-upaya yang sesuai untuk mengatasi hambatan yang ada.
