Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Ownership of a marriage certificate is very important because it can provide recognition and protection for determining a person's personal status and legal status as well as providing other rights. The lack of role of the Population and Civil Registration Office in conducting outreach to the community, so that efforts are made from the government in this case the Population and Civil Registration Service and the community itself to register and record marriages in accordance with applicable regulations..Objective: analyze the Implementation of Population Document Services in Increasing the Ownership of Non-Muslim Marriage Certificates at the Population and Civil Registration Office of Baubau City Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The implementation of the Population Document Service in Improving the Ownership of Non-Muslim Marriage Certificates at the Department of Population and Civil Registration of Baubau City has not gone well based on a review of the implementation theory according to Edward III..Conclusion: The implementation of the Population Document Service in Improving the Ownership of Non-Muslim Marriage Certificates at the Department of Population and Civil Registration of Baubau City has not gone well based on a review of the implementation theory according to Edward III. However, there are obstacles in its implementation, namely the lack of public awareness of the importance of document ownership in this case marriage certificates, and the lack of human resources.
