Abstract
Problem Statement/Background (GAP): The spread of Corona Virus Disease 2019 has a negative impact on the stability of the country's financial system so that Pidie Government directed to carried out refocussing and reallocation of APBD in 2021 fiscal year. Purpose: This study aims to find out how the implementation of refocussing and reallocation of the Regional Budget revenue and expenditure in Fiscal Year 2021 in Pidie Regency, obstacles and efforts in the implementation of refocussing and reallocation of the APBD. Method: This study uses descriptive qualitative methods with inductive approaches. As well as using observation techniques, wawancara and documentation. Result: The results showed that the implementation of refocussing and reallocation of apbd in Pidie Regency is not in accordance with the specified time, but it is in accordance with the target set. In its implementation there are several obstacles including there have been activities and cooperation with third parties implemented in the first quarter, the number of new regulations in a short time and the weak response to the latest direction of the Central Government. Conclusion: The Pidie Regency Government through the Pidie Regency Budget Team, in which the Pidie Regency Financial Management Agency has carried out refocussing and reallocating the APBD for the Acceleration of Covid-19 Handling Activities. The obstacles experienced by the Pidie Regency government in carrying out the refocusing and reallocation of the APBD are many regulations that have been issued in a short period of time and the regional apparatus has carried out programs and activities.
