Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Administration is an important thing in running a government. One of them is the population administration service. The government itself has made many innovations in encouraging the acceleration of these services. The services provided must not provide different services to normal people and vulnerable people in population administration. The SIPINTAR program is one of the e-KTP issuance services in Pekanbaru City for vulnerable communities. Objective: to collect data and then analyze it to obtain results that can provide an overview of the effectiveness of e-KTP issuance services for persons with disabilities through the SIPINTAR program at the Department of Population and Civil Registration of Pekanbaru City. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The effectiveness of the issuance of e-KTP for Persons with Disabilities through the SIPINTAR Program can be judged to have run effectively based on the five dimensions that have been described with the results of the study. However, there are still several factors that hinder the delivery of services. Conclusion: The effectiveness of the SIPINTAR program has been running effectively assessed based on the 5 dimensions of the theory used. Meanwhile, there are several obstacles in the implementation of the SIPINTAR program, namely the limited facilities and infrastructure and the internet connection which is still less stable, especially in the suburbs. Based on this research, the authors suggest, among others, the provision of facilities and infrastructure to support the SIPINTAR program, carry out direct socialization in the suburbs of Pekanbaru City on an ongoing basis.
