Abstract
Problem statement/background (GAP) : The importance of the presence of village-owned enterprises is expected to have a positive impact on development and move the village economy. For this reason, the district government provides support by channeling funds to the village government so that BUMDes can run properly in accordance with applicable regulations. Based on the data that the researcher got, it shows that there are only 117 BUMDes in Serdang Bedagai Regency in 2019. Then only 6 (six) have developed status, 32 BUMDes whose status is developing, meaning that BUMDes continue to run well, 43 with basic status of more attention so that can develop and progress, then 36 BUMDes with basic status, which means that these BUMDes are in the basic stage as the first step in starting BUMDes. In fact, there are still many Village-Owned Enterprises in Serdang Bedagai Regency that have not run as expected. Because there are several inhibiting factors in running BUMDes, one example is the willingness of the village to be less serious about BUMDes. This statement was delivered by the village assistant in Dolok Masihul District. Purpose: The purpose of this study was to describe the strategy of the Village and Community Empowerment Service in developing BUMDes in Serdang Bedagai Regency, to find out the supporting and inhibiting factors in developing BUMDes, and strategies in fostering BUMDes. Methods: This study used a descriptive qualitative method with an inductive approach. Data collection techniques were conducted by interview (8 informants), observation and documentation. Results/Findings: The findings obtained in this study are BUMDes in Serdang Bedagai Regency are currently experiencing a decline due to the impact of covid-19, there is still a lack of apparatus resources in the DPMD and the public does not know BUMDes, the DPMD budget is lacking, the lack of village in utilizing the existing potential, facilities and infrastructure are quite good. Conclusion: The strategies that can be used by DPMD Serdang Bedagai are as follows: conducting BIMTEK training for BUMDes management, mentoring and utilizing potential, choosing more priority activities, fostering consistent business, cooperation between BUMDes, mentoring and socializing the management of BUMDes, increasing the number of DMPD employees who competent.
